Pam Duncan-Glancy is a Member of the Scottish Parliament, an equality and human rights leader, and a public voice shaped as much by lived experience as by policy and law. Her work is driven by a single aim: helping systems work better for the people who rely on them — especially those whose voices are too often missing from decision-making.

About Pam

For more than two decades, Pam’s contribution has centred on improving how public systems serve people — with a particular focus on equality, inclusion, and human rights.

In recognition of her impact, Pam was awarded an MBE for services to equality, human rights and inclusion.

Her leadership is grounded in evidence, shaped by lived experience, and focused on building institutions that people can trust.

Our Story

Pam’s journey into public life did not begin in Parliament.

It began working alongside disabled people navigating education, employment, social care, and public services that were often fragmented, inaccessible, or unfair. Supporting individuals to assert their rights and live with freedom, choice, dignity, and control provided first-hand insight into how decisions made far from the frontline shape real lives.

This experience led Pam into equality and human rights policy, where she worked directly with governments, regulators, public bodies, and organisations across the third and private sectors. Her work helped shape legislation, national strategies, and organisational reform — always balancing evidence, political reality, and lived experience to deliver change that was practical, credible, and lasting.

Communication has been central throughout her career. Pam has briefed Ministers, advised senior leaders, engaged with the media, and led communications through periods of major organisational change, including a national public health emergency. In these moments, clarity, judgement, and trust mattered more than messaging.

In 2021, Pam was elected to the Scottish Parliament. Since then, she has introduced and led legislation, chaired cross-party groups, convened parliamentary summits, led national research, and represented Scotland internationally on equality, inclusion, and human rights.

Throughout her work, Pam remains guided by the belief that leadership is not about status, but responsibility — and that progress is built through listening as much as leading.
